Has time out lost its effectiveness if this happens?

Ezra: "I did it, Mommy!  I did it!"
Me: "What did you do, Ezra?"
Ezra: "I stand on table!  I time out."

He then walks into the kitchen, pushes a chair up against the wall, and climbs on up.
